The Hongkong Government has asked me to bring
to your notice the enclosed report by the Hongkong Police regarding a possible attempt to pirate a ship leaving Shanghai.
I should be glad if you will kindly commu-
nicate immediately with the naval and military
authorities and cause a vigilant watch to be kept in
the neighbourhood of Bias Bay and Taichau inlet.
